Shelton Benjamin was installed as a 12/1 shot after being requested by a customer.
As many of you have probably read, or can see for yourself by watching TV, it's looking highly likely that the Intercontinental Championship match at WrestleMania will be contested between the current titleholder, Dean Ambrose, and Baron Corbin.
With Corbin in the midst of a push, I strongly believe he'll be the person walking out of Mania with the IC strap. The odds do not disagree with this mindset.

As far as Shelton Benjamin goes - he was not signed to a WWE contract despite the company publicising his arrival to Smackdown last year. While in the process of having pre-contract medical work done, they found a tear of his rotator cuff. It meant having to go under the knife before any contract was signed.
That was months ago, so Benjamin will likely be signed up in the end. However, I am confident when I state that he will not leave Orlando as Intercontinental Champion. There has been far too much time invested in Baron Corbin right now for WWE to go in any other direction.
